Actually, and if we have any maffamagicians  out there, please correct me, but I think it ends up that $6.99 ÷ 3067 miles = .00228, which would mean that the USPS grossed .00228 cents per mile, which is a little over 2/10ths of a penny per mile.
Hard to turn a profit using that model!
